to minimize corruption, paying bribe is not crime but accepting is should be the new law and slogan. so that people paying will expose those received. otherwise neither will expose. many pay to get work done at their cost. many pay bribe but loot from backside door as in govt and some private organizations. only those paying from their pockets are for their own jobs to be done like quick approvals, university seats etc
