Should the Congressional Black/Puertorican Caucus support this immigrition bill?

It is mostly poor Central American Indians that will benefit from this bill. Poor Afro-Americans who live in the Caribbean have not been allowed to land here in those numbers. Ethnically Afro-Americans have been marginalised in Central America even though the end of Colonialisation/Segregation was Afro-American inspired. There is a provision in the bill for a wait your turn but without affirmative action to bring up the numbers of Afro-Americans it is unfair. Between Cuba, Hispaniola, Jamaica, Venezuela and Colombia there are more than 40 million Afro-Americans who would like an opportunity to make a better life here.
